Somethin's munchin'

I seem to have this same problem every Spring. Something loves my new tulip leaves and munches them down to within an inch of the ground every year. My tulips still come up but seem to be a little sickly when they do. I have neighborhood cats, sqirrels and rabbits here. I tried blood meal around them last year, but they still are chomped down. Any other suggestions to keep them safe? Thanks

I used liquid fence at one of my cleaning customer houses. The rabbits haven't started at my house. We have 5 Viszlas dogs. But have used the liquid fence in the past. Works good.
