Tulip killer

I did some landscaping a few years ago and constructed an area exclusively for a Tulip bed. Unfortunately, the area that I designed this project in, is too low and retains water longer than the rest of my yard after a significant rainfall. I had planted about 30 bulbs and, as of today, exactly two complete tulips remain. I spoke with the company where I bought the bulbs and they believe that they rotted out due to excessive moisture. I don't dispute that. I'm wondering, however, what type of flower would be more tolerant to these conditions? Anyone have any suggestions? I can't really incorporate a drain (tile) of any type as my yard doesn't have the necessary slope. I have too much time and labor invested to consider relocating the bed. I also have a plum tree planted in this spot that is thriving. What I really need is a flowering plant that will tolerate this location ? ? ? ?
