pepper plants

I have a green pepper plant in which the leaves are falling off, as well as the buds. The leaves are yellowing and have black spots developing on them as well. It appears I have one plant in which the problem is severe, and another next to it which may be developing the same problem. No visible insects that I can tell.

It may be "Bacterial Spot". Check out the web sight below. I had the same problem last year with the tomatoes. I've gone threw some extremes to keep it from occuring this year.
