Overwintering

I've been asking around for advice on over-wintering, but now that I've found the Iowa forum, thought I might get some good suggestions here as well.

I have a third floor apartment on the south side. We are not a good wind shield, but we don't get too much snow on our deck. I have a LOT of periannuals, including herbs and a clematis. It's all in pots and I don't have room for much if anything inside. What are some tricks that you have employed to pull things through? I can post a list of what's coming back next year if that would help =).

I would suggest if possible putting pots into larger pots and filling in the space with dry soil
