transporting roses

I live in San Diego. I sadly recently lost my mother, who lived in southeastern Iowa. I would love to transport one of her rose bushes to CA and transplant it in my garden. We typically plant roses here in January - so I don't know how to coordinate this with the pruning/shipping/etc. Does anyone have any ideas on the best way to do this?

Ideally dig the rose up during a winter thaw when the rose is dormant. Alternatively, dig it up next spring after the thaw.

If you are flying back go San Diego, you could dig it up at another time (which is not ideal), and then plant it in San Diego, and water daily for at least two weeks, and usually the stressed plant will make it.
