Split rail fence vine???

2 years ago, I planted 10 blaze climbing roses on my split rail fence. With the wind sometimes gusting to 40 mph, my roses are burned and not growing. Can anyone tell me what vine might flourish and not be wind damaged? I have honeysuckle on a light post that holds up well, but the bees are in control.

What about Sweet Autumn Clematis? I've seen it growing in the situation you're describing. My mom has it and it doesn't have that many bees around it. maria
