Non-toxic, systemic insecticide? esp. for bamboo scale

Anyone know of a systemic that's non-toxic? I heard rumors of something a few years ago. I know that worm castings help but it's not enough for bamboo scale so wondering if there's anything else to try.

Non toxic to who or what? Scales are best controlled with oil sprays, either dormant or superior and which to use depends on when application is made. Oil sprays may have low toxicity to you while being highly toxic to the target insect because it kills them.
