Freezing temperatures can kill some soft bodied insects that have become active earlier in the season. However, eggs or insects other wise dormant are pretty darned secure.

I went out to inspect some Knock Out roses that were growing a nice little aphid population earlier last week....and lo and behold: aphids! It got into the low 20's here, too.
