The first time I had a serious scale buildup on Nanking cherries I cut them back when I didn't find anything that worked well. Last year I had them again and tried spraying the bush limbs with a really strong blasts of water every day for about 2 weeks and they were gone. I have also had them show up on a peach tree. So I would certainly say try this. You won't hurt anything and no chemicals.
