"Rotating" in your backyard garden is usually something unnecessary and not as effective as some people that do not think deeply about it believe it to be. You need a minimum of 300 feet from where you last planted something for this "rotation" idea to be effective, less that that and the insect pests you are trying to avoid can easily find your crop. The single best way the average backyard gardener can take to prevent insect pest damage is to make the soil they are growing in into a very good, healthy soil that will grow strong and healthy plants that can shrug off insect pests.
The best way to keep them from your corn would be with floating row covers when the adults are most active so the cannot get to the corn.

I apologize for not responding sooner, but I thank you for answering my question and refering me to the web site.Plenty of info on billbugs there. The way I understand from that website is, once the larva hatch, they enter the corn plant beneath the soil,and no kind of spray or insecticide will reach them as they eat away inside the stalk, safe from any kind of spray.
