Help, please, rat's eating my basil

I live in a city with a big rat problem. My herbs are planted in window boxes hung from the chain link fence. I came out this morning and my basil and parsley, which I put out last week, were chewed down to nubs. I can't use Ropel because eventually I want to eat these herbs, so is there any other solution? Something I could plant in the same box so the rats would stay away maybe?

Maybe try to enclose the boxes with a tight mesh "chicken wire" type boxes. You would probably have to make them yourself. I would also complain to local goverment about the rat problem.
