ID Please- Infesting Acer Saccharum

The pic isn't the best, but it's the best I could do at the time. You can view it on the Trees Gallery forum or the Insect Forum....

On this twig, you'll see 3-4 1cm long what look like scratch marks going parallel to the grain. When I cut open the twig, I found tiny 1/2 mm white eggs or larvae within each scratch mark. They look like rice but are much much smaller.

Whatever this is, it kills the branch from the sight of infestation upwards. The leaves simply dry up.

In a panic, I sprayed the trees with Sevin. But I could not ID it with any of the references I had on hand. Can anyone ID this pest & suggest treatment. These Maple trees were just planted last autumn.
