mulch, lasagna gardening, termites and carpenter ants

I've been reading about lasagna gardening (i.e., rather than cultivating the ground, build up layers of compost and mulch over a layer of newspaper to block weeds), and am thinking about trying it for some new beds around the house.

I've read advice, however, to the effect that one should avoid mulch such as wood chips around foundations because of the risk of termites and carpenter ants moving in.

Is this a legitimate worry? I know decomposing wood is the kind of thing that carpenter ants like to build in. But I'm unclear as to whether composting wood chips present the same kind of danger that, say, a big pile of firewood is said to pose. I'd rather avoid having to get annual applications of Phantom around the foundation if I can do so. But then even putting a wood mulch on top of a bed may present the same issues. (I've had beds with lava rock as mulch, and found it to be a lot of work, as well as not doing much to suppress weeds.)
