Help IDing damage

Hello kind folks,
Can you please identify this damage to my 2 of my banana pepper plants?

In this picture, a stem is completely broken in two with a relatively "clean" cut.

In this picture, the stem is not completely broken, just sort of whittled, like a beaver whittles around a tree.

Is this cutworm damage?
