squirrels (?) and tomatoes, AGAIN

OK, sorry to flog this old horse, but I am about to have a nervous breakdown over the tomatoes this year.
Some FR%*&$ng thing is taking bites out of EVERYTHING it can reach this year. I've tried
Shake Away, tried the nastiest homemade pepper spray I can concoct, and they're still biting every damn fruit, especially the German organics I've been waiting for. I am at the point of lining the entire tomato bed with mouse/rat traps.
1. Does this even work? If I kill a few won't more just move in?
2. Am thinking about putting paper bags around tomatoes still on the plant. Would THIS work, or just cause the little ones to ripen prematurely?
3. could it be rabbits? Would mouse/rat traps work on them?
4. Hubby is worried about catching cats. Likely?

Are you sure that it's not birds? Many haven't the kind of sensory system that is bothered by repellents, and I can assure you that hot pepper doesn't phase them one bit. I'd be veeerrrryyy suspicious of birds.

If cats and rabbits are seen in the garden, I'd avoid traps. That wouldn't be pretty.
