bags of water to ward off flies???

I moved to a rural area from the city of philadelphia, Pa adout 2 years ago. groing up in the city thairs allot i don't know was never taught and does not apply to concrete jungle life. so I went over to an older farmers house to drop off somthing but he was not home I noticed he had ziploc sandwich bags filled half way with water stapled up along his house on his porch, ive since heard that it was to keep away flies, the light refracts through the water and somehow keeps them away I was woundering if this works and if it does will it work with other pests that have taken residence on my porch, mud dobber bees mainly. we have a big problem with them hear in west Tn. any info on keeping wood bees out of my 1870's log constructed barn made of bald cypress would be helpfull to i dont know if maybe thair is a preditor of these bees out there any comments ideas or guidence in any way would be helpful.
