Ground Hog digging under my front steps

I don't really want to go out and take a picture of my steps because im not sure if the ground hog is carrying diseases. The picture I have is how my steps are, they are concrete and the groundhog dug right under it and I'm worried they might make the steps collapse. They are in the front of the house and I have a fenced in garden in the back, could they get into the garden? How do I deal with ground hogs, and how do I fill the hole they made. Do I use concrete or use dirt?
