tiny white bugs on tomatoes

Hi all, I have been trying to look at old posts and images to figure this out, but so far I believe I'm unsuccessful.
I have these teeny white things that literally look like lint on some (not all) of my tomato plants. They appear to be on the leaves and around the fruits and blossoms. I don't think they're white flies or aphids or thrips.

Any other suggestions? Thanks so much. I already tried spraying some murphys oil soap solution on them but that mostly helped with the aphids.

Could you possibly be seeing the shed skins of aphids? They leave them laying around all over the place like messy teenagers.

My first thoughts were Mealy Bugs, wee, tiny, fuzzy white scales. A sharp water spray is the first line of defense.
