Garlic as soil amendment?

Hello. I have some garlic bulbs that are way less than potent, because I did not harvest them in the right manner, so I do not want to eat them. I was thinking about using them in a way that might deter pests by mixing them into the soil, I am getting ready for overwinter gardening and will be doing some tilling and can work them in at that point. What are some thoughts? I have no idea and am just going by an experimental intuition

Mixing those cloves into the soil will mask the odor and will not deter anything. Better is to hang them around the garden where any odor might repel any critters.
