lettuce trouble

Something I think is getting to my lettuce/greens, and it looks like what I would assume is some kind of mite damage. The leaves are all stippled with yellow spots. I've been spraying Safer till I am blue in the face but it's VERY hard to keep up, I can't really get the undersides of the little baby leaves, and the resulting still-bit plants are quite bitter. I do wash them before I eat them obviously... it says you can spray right up to harvest, but could the Safer or Concern make them bitter? Is it likely a bug causing this damage?

The damage sounds like it may have been done by Flea Beetles. The Safer Insecticidal Soap will have no residual affect and it must make contact with the target insect and should have no adverse affect on the flavor of the crop it is used on. Concern is a Neem Oil product and would have residual affects, but it also should not affect the flavor of anything sprayed with it.

I'm not sure about the flea beetles -- it really looks like spider mite damage, except I don't see any red mites or webbing. It's not holes, it's yellowing in tiny stippled patterns.
