Mealy bugs, do they like certain plants?

My Mexican petunias (Ruellia peninsularia)have had mealy bugs 2 years in a row. Are they particularly suseptable to mealy bugs? Are there any conditions that bring them on? Also, a newly planted (this spring) firebush (Hamelia patens) got them, I cut off the affected area and later it got them again, so bad I cut the plant down. No other plant in that (xeriscape)flower bed got them

I'm sure they will have preferences for host plants. Here in the UK they are mainly seen under glass in hot humid environments such as on tropical plants of many kinds.
Not liking to use overall chemical sprays, and before the introduction of biological control, I would paint the wool with an artists brush heavily loaded with methylated spirits. This would immediately soak through the protective wool and kill the insect - a time consuming task. Afterwards the plants were strongly sprayed with clear water.
