Iris Rhizome problems

Hello all, I have a few questions about an Iris plant I have...

A little history... I planted a few Iris's (Irises?) in a raised bed with sandy soil (I don't think it was always very sandy, but it is right next to the road) Anyway, the iris's have all survived the brutal harsh winter of Maine, and have been buried under ice and snow for all of the winter.

Finally, the snow has melted, and I was able to tell they were still living, but one of the small offshoots of rhizome that was on a larger rhizome last year, has separated as the older one rotted away. But I noticed something odd, it was raised in the air, being supported by old dried up roots.

If I pull it up and cut away the dead roots, will it have a chance of rooting again? Or should I just leave it where it is?
