Fertilizing TB Rebloomers and Cutting Bloom stalk

Two questions:

Since TB Reblooming irises produce more blooms through an extended season, do they require more regular fertilizing througout the growing season than the once blooming irises?

Second, my first blooming iris (this year, first year of blooms), a once bloomer, Rebecca Leanne Headrick, is done with one stalk of blooms. I want to cut it off before the seed pod matures. The stalk grew out of two leaves. Do I cut the stalk above those leaves, leaving about 6" of stalk inside the leaves, or do I cut the stalk and 2 leaves down to the rhizome?
