Newbie question on why irises are not flowering

I moved to a new house recently, with a fairly neglected garden. There's a broad area of iris plants that are not necessarily crowded that much, but as they get ready to flower, I am noticing that only about 3 are flowering. They are dark purple, and probably bearded irises.

My question is if the others are not flowering, what is the reason? Should I pull them out, divide them, move them, etc. They seem to have a woody root underneath. Not sure what they are supposed to look like? There is enough sun for flowering, I think (3-4 hours).
