Purple Siberian Iris

I believe this is what I have (no pic) but wondering if you let foliage die back COMPLETELY or can you cut it off once it's yellow and dried up? It's looking pretty ratty and I'd like to just whack it all off.

Siberians won't grow here (too alkaline), but it seems like
once the leaves have dried, they can't collect nourishment for the plant;
they're dead & just waiting to fall off.

Well, that makes sense. So does that also hold true for daffodils, too? Since my mom always told me never cut off the foliage, I thought I wasn't supposed to EVER cut it off and that I had to let it die until it withered away.

Obviously I'm a newbie in many ways...so thanks!
