I'm looking for a Japanese garden of eloquence. I want flowers that aren't simple, but aren't too chaotic. I was wondering if anyone knew of certain flowers to put together to make it look balanced.

Do you want a flower garden or a Japanese garden? Normally they're considered to be two very different things. I'm not sure you can have both at the same time.

Various flowers are traditional. What elements do you have in place already?

Eloquence? The definition is...
"The quality of persuasive, powerful expression."
I'm not sure what you are looking for. I have always considered flowers to be a nice bonus in the garden (e.g., azaleas, camelia, springtime flowering: weeping cherry, hawthorn, crabapple etc.), but never sought as a basic component. Maybe I'm not understanding your question.
