Pruning Pine over Pond

I'm contemplating trimming some branches off of this young Black pine and train it to go out and over the pond. How old does a tree have to be before you can start shaping and taking away branches?

Hi,
I would start to thin some of those branches out and also start to wire some of them down,but if that is snow I see on the ground I would wait a while before starting.
