Waterfall Japanese Maple

We bought a new house and this maple is in the landscape with a price tag hanging on it of $75.99! YIKES! The tag says Monrovia Oriental Garden.

What can you tell me about it?

It's really small. The tag says it was in a 3.6 gal pot. It's in ground and has not leafed out yet. It has a few dried out, shredded looking leaves on it.

I'd like to move it to a different spot, but unsure if we should move it now or wait until next year.
