Maintenance of rock garden?

I've been searching and can't find this info. I'm trying to convert a patch of wild growth area into a Japanese Zen/rock garden. This involves removing trees, construction debris, etc. and grading. Basically causing a condition to promote weed growth.

How difficult will it be to keep my sand/gravel area free of weeds after I install the sand/gravel? I live in a wooded area where there are a lot of weeds. I imagine I'd need to use a fabric under the sand, but don't know how effective it will be.

I'm a total noob about gardening, so I'd welcome any comments. Thanks.

Either regular intensive hand labor or effective use of appropriate herbicides.

Or both.

I was so tempted to create a stone garden like you are describing. Upon further investigation I learned the weed control in Japan's gardens I saw is mostly daily visits by monks. I have none here so I am going with a larger buried stone area with some ground covers.
