Hi shaps, I think you better wait with the mulch. There are a number of Japanese garden styles but I do not think dark brown mulch is used in any of them. What you may like is the karesansui type. Keeping it low may be an ideal for applying O-Karikomi end Hako-zukuri. For some examples, hints and tips have a look at Tsubo-en The site also has some links to photo´s. Even for a small garden you may want to loosely go through the phases as described in Realization.
