Juniperus conferta or juniperus communis repanda

I am new to junipers. I want to plant three on a short bank around three tree/shrubs. I had my heart set on a conferta, however I live in a remote area near a state border. I can get them if I lived on the other side of the border but can't seem to get them shipped to me in my state.
Our nursery was able to get repanda, do you think that would be OK?
Is conferta spikey?
Not sure what to do. I want the whole bank covered not three circles.
