Bamboo fence over concrete wall

Please, help me design a bamboo fence that we can put on top of a concrete retaining wall!!
The wall is between our backyard and the neighbour's. Our yard is on a slope, with the back higher than the house. The retaining wall is app. 7 ft high and 15-20 ft long. The neighbour's backyard is in level with the top of the concrete wall. There is a 4 ft cedar fence that was high enough so far, but they cut down all the big trees recently and we need our privacy.
I thought that we could install bamboo or cane panels in front of the existing fence on our side so that it will be 6 ft. high, and we will have more privacy.
