Frog pond

I have a 4ft deep, 5 ft long, 3 ft wide concrete paved hole in my backyard. When I was a child (this is my grandmother's house which I inherited) it was filled with tadpoles and frogs but after years of neglect it turned into a mosquito pit which we had filled in with leaves and dirt.

I would like to renovate this pond but it is going to be a lot of work to dig everything out.

Do any of you have experience/suggestions with this kind of excavation? Is there a vacumn that might help suck some of the leaves and dirt out? A cleaner to use when I scrub the walls?
