Upper pond for water lillies?

Craigger7 recently posted a picture of large beautiful pond with upper pond. We will be building a pond in yard of new house. Current pond is little less than 2000 gallons and want new one to be 3000+ gallons (will now have more room) for koi plus an upper pond for water lillies so koi won't munch on them.
I read that lillies don't like moving water. I noticed in the pic of Craigger's pond, water spills from upper to lower pond only from far ends of upper pond, not in middle. I'm guessing the there would be much less movement of water in the middle area. Wondering if anyone has done something similar AND planted lillies in upper pond either directly in soil or in pots.
