Gelling my own rooting hormone?

I want to buy a specific rooting hormone that comes in liquid form. You're supposed to dilute it but when I dilute it, I want to turn it into gel. I should probably use agar, right? But what kind? Wouldn't food gelatin make it moldy?

Food gelatin may be quick to mold except under the most exacting laboratory conditions.

Yeah, I'm not very stringent with gardening. That's why I said I didn't think food gelatin would be a good idea.

Do you need to keep it in that gel form for a long time? Agar agar is also food, so it is likely going to mold as well.
