Possible to supplement light for outdoor bulb crops?

If I waited too long to plant my outdoor bulbing crops, such as fennel, beets, parsnips, etc., what do people think about me adding Cristmas lights attached to the top of my floating row cover hoops too add several hours of light in the early evening?

I know this sort of thing works to trick chickens into continuing to lay during the winter months, but will it work photoperiodically on plants as well?

I wouldn't bother, but -- there is a lighting forum somewhere on GW. Those people there might say I am off base.
