First, please be very careful advertising for someone to come to help your (I'm assuming single, living alone) daughter. You can never be too careful. Several things I can suggest. Enlist her own friends to help one day or weekend. Provide food and lots of hydration. It will be hot and humid. Why till? Raised beds done the "lasagna gardening" way would be quite easy. She will need lots of cardboard or newspaper, which she can begin saving now. Newspaper works best in my opinion. She does not need to enclose the beds, just pile them up with sloped sides like a hill. Also she can search online for "square foot gardening" which can be adapted to the piled up hills. Another way to find landscape or garden help would be to attend some of the spring garden shows about to happen there. Have her watch the paper, news, or online. City Park Botanical Gardens has a big show and plant sale, with lots of groups and clubs and vendors represented. There will be other shows too likely in March. She can also contact the Master Gardener's and LSU Ag Center or Cooperative Extension Service. They will send her or direct her online to lots of great info on growing in N.O.

I am very careful with my kids but appreciate your concern. She will actually have 7 housemates, and is relatively street smart when it comes to people she doesn't know.
I was under the impression that to lasagna garden, she would need to have a source of things to pile up. She wouldn't have anything other than what already exists in the yard. She could likely get old newspapers easily, but would have no other materials to put on top.
I didn't think of the MG's - I will see if I can locate some contact info for them.
