water oak question

Hello. I have a young water oak that I planted 2 years ago. i know - it's crazy to have planted a water oak in hurricane prone areas. but i love the look of these oaks. anyhow, the very very top has no leaves on it. let's say the branching of the tree is like a hand with fingers. the middle/bird finger has no leaves on it. it's about a foot long area.

the tree is only about 10ft, so should i cut this area off while i can still reach it with a ladder or will it eventually get leaves? the rest of the tree has had all of it's new spring leaves for about a month now.
