Ginkgo won't grow

I have a ginkgo tree that hasn't grown appreciably in 4 years. It's about 2.5 feet tall. It receives only about 3 hours of direct sunlight a day, although the shade it's in the rest of the day is light. I moved it to that location to replace an oak lost to Katrina. The leaves are somewhat yellower than normal for a ginkgo. It looks healthy otherwise. I fertilize it about twice a year with MiracleGro. My wife waters it daily very lightly during dry spells. (She cannot be persuaded to change her habits). Any idea what's causing it to stay a runt?
