fall planting in n.e. Ms

can you tell i'm a newbie in n.e. Ms. I have alot of questions. I knew so much about coastal gardening and south LA. But up here it is colder in winter, and dryer.
I am getting ready to do a big fall planting and also move some things around. What is the best time to do this?
