What are these plants called?

I've been seeing these plants all over the city, at the zoo, etc and I have no idea what they are.
The flower is like a hydrangea because it is a 'snowball' of tiny flower clusters, but the flowers are either bright orange, yellow or red. (these are the only colors I've seen so far.
I'm pretty sure that it's a plant and not a shrub.
Any clue?
