Saucer magnolia pruning

Hello all. I joined here last year sometimes but haven't had much time to visit. I live in Lafayette LA. I have a question concerning saucer magnolias. We moved to this house last year and were lucky enough to have two lovely saucer magnolias, one about 20 ft tall and the other about 18 ft. Problem is they need some serious pruning. They were planted too close to a wooden fence (that cannot be moved) and also there are so many branches that are now intersecting and doing damage to one another.

Is it better to prune the older branches or the younger ones? I want to do as little as possible.

Also, when is a good time to do this? They are full of buds right now. [Odd thing was the saucer magnolias all came into bloom after the hurricanes.]
