It sounds like pea weevil damage. You can Google images of pea weevil damage and compare the pictures to your seeds.

The Aggie Horticulture website recommends temperature treatment of dry beans before storing. Two methods can be used:
1. Place in freezer for 48 hours.
2. Place in oven at 120 degrees F. for 30 minutes.
After treatment, bring to room temperature and seal in jars or other containers.

I guess it goes without saying that you would not put peas in the oven if you wanted to plant them?

This is from the Aggie Horticulture web site which is written by professors of agriculture at Texas A&M and master gardeners. The trick is to carefully control the time and temperature.
Thirty minutes at 120 F will kill weevils but not the plant embryo. I would not try it if I thought my oven temperature was not accurate.

I have been known to forget things in the oven and set them aflame, so I think I will go with the freezer method to get rid of the bugs. ;-)

yes, keep the plants covered with fleece/frostcloth/remay cloth. However the extra heat generated is not doing the pea plants any good in warm weather.

My solution is to start peas early. I sow indoors in February, transplant a month later with frost protection. By the time the pea moth appears, most of my peas are already harvested.

I find that all the holes have already developed by the time I shell peas for seed harvest, and the maggots have crawled out of them. I throw the holey ones out and no further holes develop during storage here. Unlike the bean weavil, which is a storage pest and keeps attacking bean seed in storage. But freezing very dry seeds can't do any harm.
