Fava beans not fruiting

I planted some fava beans last year in September, and they have grown beautifully over the winter (temperatures around 45 at night, 55 during the day). Now they are about 3 ft tall, and keep flowering. However, there is no sign of pods. I wonder what prevents them from fruiting. Do they need bees (I thought beans don't)? Is it too cold / wet? Should I cut the tips off to encourage fruiting?
