does a cold spell stunt bean production?

Here in Central Texas average last frost is around the 13th of March, so I planted my pole beans the first week of April and the weather had been warm for a week. Following sprouting, the weather has been crazy and unfortunately cool (and even cooler at night). Some days have been in the 80's and some in the high 50's. My seedlings don't seem to be doing a whole lot of growing...so I'm wondering if this will affect production?

Second Question:

I've read that I should sow another row of beans about a month after the first to ensure continued harvest. Do I just plant these right next to the ones already growing? Last year I only did bush beans, and they produced for what seemed like forever ...will the pole beans really just stop producing like that, even in the absence of cold weather?
