Beans just not working...

I live in central Texas and I am just having the worst luck with beans! They come up fine and sprout 2 big seed leaves. Then the central stalk comes up with a bunch of nubs that look like they so desperately want to open into leaves but they don't. They just stay little sprouts and whither away. On top of that, the good leaves get either holes (I assume bugs.) or brown streaks and wilty. This is happening with my pole and my bush beans.

I water once a week right now and the temperature hasn't been above 90 degrees yet. Last year I assumed they did poorly because of the extreme heat. I tried neem oil last year to no avail. Other plants seem to do fine in the same soil including tomatoes, beets, corn and herbs.


So, what do I do now?
