Worms in my bean seedlings

Hi, everyone - just a quick question. I have never grown bush green beans indoors before, and threw a few burpee seeds into my "burpee seed starting 72 cell greenhouse kit." I noticed today (about three weeks later) that there was movement in the soil in the cells containing the bean seedlings. A closer look revealed numerous maggots or worms. I noticed that one entire cell's seedlings had turned to mush, but the other few seedlings are, so far, ok. I tried to kill the worms, but am not certain I got them all. I'm afraid to dig too deep lest I damage the seedlings' roots. My question is, did they come from the burpee seeds, or from the pellets in the growing system? Should I throw the seed packets out? They are old, but I never encountered such a thing and it is gross. It is too early to plant the bean seedlings outside, yet I'm afraid these worms are going to get into my other seedlings (tomatoes, mostly).

Any clues as to what I should do?
