stunted pole bean growth

Well, here it is the end of July and my Blue Lake pole beans are just sitting there. They were planted mid June, came up just fine, produced great big first set of leave, and now have a ton of little stubby nubs like they're going to make a vine and then nothing. At first I thought bugs were getting to them but night-time checks found nothing. We have had a cool late spring but nice temps the last month or so. I have fertilized with fish emulsion a couple of times. Other things are doing well. What could be the problem? This is my first garden in Central Oregon and there is definitely a learning curve. I would welcome any imput.
