Some seeds won't germinate in complete dark. Some won't germinate in the light. Many aren't fussy. You don't need intense light for germination but some is usually best.

I start all kinds of seeds under lights, but for the rare ones that need darkness to germinate, I block the light until they sprout. It's better to give them light from the beginning so they start out healthy and strong. Some grow very fast.
