calculating what I need for supplemental light

If I decide to build a greenhouse (possibly one that doubles as a sunroom but that's another topic) - I am debating whether to supplement with some HID lighting.

If I use HPS, what wattage would I need, and how many, to bathe an area about 10 feet wide and 20 feet long with ~1500 footcandles of light, to supplement the natural winter light I'll get?

Roughly, 300K lumens or 2400 watts of power.

OK, dumb question...

In a greenhouse, what would be the best location to place the ballasts so they don't have a risk of getting wet?
